Predictably, Tom Baker is out in front but I voted for William Hartnell because not only was he my first Doctor but I still believe the best.
At the back of my mind, I have a notion that with each new incarnation of the lead character the programme has declined, to varying degrees, in quality. No doubt someone will say David Tennant is better than Colin Baker but I don't think so!
It is actually a more difficult choice than might at first appear! My favourite season of "Doctor Who" is actually the fifth, Troughton's middle year, when the monsters were at their peak, or so it seemed to me at the time!!
Glad you included Paul McGann as I have a favourite story with him at the helm, like all the other Doctors. It just so happens to be audio only (so, it's not the TV movie then!) but my favourite Troughton, and all-time favourite "Doctor Who" story, now also exists only in the audio format. Alas, I shall probably never SEE "Fury from the Deep" again!
Well, Paul McGann is the eighth Doctor though I don't understand how he fits into cannon because it seems he sometimes does and other times doesn't.
I went for Baker. I think he's an all ages Doctor simply because he's got just the right tone for the kids and the parents can see what a laugh he's having.
I went for Peter Davison also, though I liked Tom Baker like Michael Davison was the Doctor who I remember enjoying most as a kid. Though I did like Eccleston.
I voted fer Tom as well....I remember being scared a lot by his stories. Did see a Cyberman story on UKGOLD or something...it was pretty dire but Tom was wonderful!! Gotta add, McGann's audios were on Radio 7 not so long ago, they were brilliant!

I voted for McGann. The American made film is rubbish, but the McGann audio cd's are the best!

And I agree with moif, the McGann cd's are great. "The Chimes After Midnight" being my favorite and one I highly recommend.
I think because of the audio stories and books the Paul McGann doctor is now the longest running one.
